Presentation of the Report on Findings of Public Monitoring Implemented in the Frames of Comprehensive Monitoring of Notary Public Offices Project

Presentation of the Report on Findings of Public Monitoring Implemented in the Frames of Comprehensive Monitoring of Notary Public Offices Project took place on 30 June 2010 in Vivaldi Room of Golden Tulip Hotel Yerevan.
Mr. Karen Zadoyan, AYLA President, Mr. Armen Gevorgyan, RA Vice-Prime Minister, RA Minister of Territorial Administration, Mr. Gevorg Danielyan, RA Minister of Justice, Mr. Carel Hofstra, the Deputy Head of the OSCE Office in Yerevan, Ms Alvard Melkonyan, President of the Notary Chamber of the RA greeted the participants and opened the presentation ceremony with opening remarks.
Mr. Karen Zadoyan, AYLA President noted that the monitoring was aimed at revealing the possible gaps and shortcomings, as well as the corruption risks in the sphere of notary services.
Representatives from the Notary Chamber of the RA, notaries public, representatives from the National Assembly of the RA, Head of the staff of the RA prosecutor’s office, Head of the Control Service of the President of the Republic of Armenia, representatives of the Control Chamber of the RA and the RA Judicial Department, as well as representatives of international and non-governmental organizations, project observers, mass media, etc. attended the presentation as well.
Mr. Armen Gevorgyan emphasized the importance of realization of such monitoring programs, and especially noted that of the “Comprehensive Monitoring of Notary Public Offices Project” as the first such project. He also mentioned that the monitoring was really comprehensive as it attended all aspects of the notary sphere including the office premises up to the quality of provided services, the citizen’s opinions and legal regulations. Mr. Gevorgyan also mentioned that a group of recommendations include in the report was incorporated in the package of legislative initiatives of the Government as well.
“When the legislative initiatives are combined with disclosing of the public opinion they become more fundamental and efficient,” Mr. Gevorg Danielyan, RA Minister of Justice said, and added that he foresee elimination of the reported shortcomings.
Mr. Carel Hofstra, the Deputy Head of the OSCE Office in Yerevan, in his speech appreciated AYLA’s work. Ms Alvard Melkonyan, President of the Notary Chamber of the RA mentioned that she was grateful for the carried out work, and turned to the RA Vice-Prime Minister with a request to support to solve the archiving problem of the notary documentation.
Further Miss M. Yeghiazaryan, assistant to the project manager, Mr. A.Mkrtchyan, the project sociologist and Mr. D. Abgaryan, expert lawyer of the project, respectively introduced the project goals, the methods of implementation of the monitoring, the results, analyses and recommendations of the legislative reforms.

The idea for implementation of “Comprehensive Monitoring of Notary Public Offices Project” was provided to the management of the Armenian Young Lawyers Association NGO by the Advocacy and Assistance Centers and Advocacy and Assistance Reception Centers operated by the AYLA and further the AYLA implemented the project in joint cooperation with AACs and AARCs. The project was carried out with financial support of OSCE Office in Yerevan.
