
"Advocacy Training Workshop"

In the period of July 1 – September 15, 2004 Armenian Young Lawyers
Association implemented the sub-project “Training of Trainers on Advocacy
for NGOs” in the bounds of a larger project "The Armenia - Public
Sector Reform Programme", which was carried out by PricewaterhouseCoopers
Inc. on the financial support of Great Britain’s Department for International
Development (DFID). The sub-project was aimed at organizing “Advocacy
Trainings” for the representatives of Armenian NGOs.
19 representatives from 17 Armenian non-governmental organizations of Gegharkunik
province were trained in the second one-day Advocacy Training Workshop, which
took place in Martuni City on September 3, 2004. Karen Zadoyan, local expert
conducted the seminar. Lala Baghdasaryan, President of “Center for Training
and Development of Gegharkunik Marz Public Organizations” NGO, who had
participated in Tsakhkadzor Training of Trainers on Advocacy for NGOs, which
was carried out in the framework of the sub-project, assisted to him. Lyudvig
Davtyan, assistant to the trainer of the workshop also made a report. The workshop
was conducted using interactive methods. The participants listened to the reports,
held discussions and carried out group-works and exercises. Karen Zadoyan,
AYLA President and Lala Baghdasaryan, President of “Center for Training
and Development of Gegharkunik Marz Public Organizations” NGO held speeches
at the beginning of the workshop. Representatives of NGOs from Sevan, Gavar,
Martuni, Vardenis and Tchambarak districts of Gegharkunik Province attended
the workshop.
First the NGO representatives introduced their organizations, explained the
orientation of their organizations as well as their role and importance. They
also spoke about their expectations from the workshop. Then Karen Zadoyan took
the floor with the report on introduction to advocacy. After Mr. Zadoyan’s
report the participants introduced their key social policy problems. In the
result of the discussions of the problems, which took place, the participants
defined 3 main problems. The participants were split into 3 groups. Each group
started elaborating a strategic plan on advocacy aimed at solving its target
problem. After that Karen Zadoyan spoke about advocacy activities and introduced
the reports on all 5 cycles of Advocacy. Lyudvig Davtyan reported on “The
Structure of Legislative and Executive Bodies and the Legislative Processes
in the Republic of Armenia.” The reports were followed with stormy and
productive discussions.
At the end each of the 3 work-groups summarized the carried out activities,
which were based on the day’s results and introduced the elaborated strategic
plan on Advocacy. The participants summarized the results of the workshop and
made conclusions. They filled in the evaluation papers of the workshop. All
the participants received certificates.
The local “Zangak” TV Company from Martuni City covered the work
of the workshop.
