Goal 1. Raising the level of legal consciousness of the population and protection of the legal rights and interest:

Objective 1.1
Provide legal assistance to the socially vulnerable people.

Action 1.1.1
Providing free legal services to socially vulnerable layers of the population of RA through AYLA's Yerevan and regional offices (in house and on the phone).

Action 1.1.2
Protection of the rights and legal interests of the refugees and asylum seekers in the court.

Action 1.1.3
Organization of seminars and special trainings aimed at raising the professional level of the legal advisers (advocates) of AYLA as well as for the members of the Coalition.

Elaboration and application of the quality standards of the legal advice.

Objective 1.2
Dissemination of information on legal and social services provided by the State among the population.

Action 1.2.1
Publication and dissemination of legal information bulletins based on the statistic analysis of the requests and questions of the people, which applied for the assistance to AYLA offices.

Publication and dissemination of information bulletins and a manual on public services provided by the State.

Objective 1.4
Publication of legal periodicals.

Publication of the legal periodical in cooperation with other interested legal organizations.

Expected results:
a) The socially vulnerable layers of Armenian population will gain the opportunity to receive qualified and free legal services, which will protect the beneficiaries' rights as well as solve the problems, which they raised.
b) The professional level of AYLA's legal advisers (advocates) will be improved. The quality of the provided services will be improved as well due to elaboration and application of the quality standards of legal advice.
c) The level of the legal awareness of Armenian population will improve, including the knowledge on public services provided by the State.
d) The organization will publish and disseminate among its beneficiaries corresponding information bulletins and a manual, based on the statistic analysis of the requests of people, which applied to AYLA offices.
e) The organization will publish and disseminate information bulletins and a manual based on the research of the complete information on public services provided by the State in educational, health and social security spheres.
f) Based on the study and analysis of the visitors' opinions AYLA will elaborate and apply new methods of providing services, which will assist in permanent improvement of the level of free legal services provided by the organization as well as expand its geography.
g) AYLA will have its own periodical - the tool or rather the microphone, which will provide opportunity to participate in the decision making processes more efficiently.

Goal 2. Development of professional skills and adjacent abilities of the new generation of young lawyers, advocates and the law students.

Objective 2.1
Organization of activities aimed at the development of skills and abilities of the new generation of young lawyers, advocates and the law students.

Action 2.1.1
Organization of courses, seminars, trainings, conferences and moot court competitions on differed aeas of Armenian Law, as well as on Human Rights and European Law, and exchange of experience.

Objective 2.2
Realization of internal reforms of AYLA.

Action 2.2.1
Organization of professional committees, clubs and divisions of law students in AYLA structure and realization of their activities.

Action 2.2.2
Organization of computer training and other courses for AYLA members. Organization of various cultural and sport events.

Objective 2.3
Furnishing the AYLA offices with necessary resources.

Action 2.3.1
Purchase of modern legal literature and other necessary resources, including own office spaces for AYLA regional branches.

Expected results:
a) The level of the legal knowledge and professional skills of the new generation of young lawyers, advocates and law students will raise and they will get more actively involved in the processes of the current legal and judicial reforms in Armenia.
b) Strengthening of AYLA’s institutional capacity, in particular the human recourse capacity.
c) Strengthening of the resource base of the organization, which is necessary for natural and professional activities of AYLA.

Goal 3. Assistance to the reform and develompent of the advocacy institute in Armenia.

Objective 3.1.
Prompt assistance to the reforms of advocacy legislation.

Action 3.1.1
Assistance to the reform of the acting law "On Advocacy" or to the adoption of the new law "On Advocacy and Advocacy Activities", through discussions, mass media, and lobbying of the draft law in cooperation with partner organizations and experts which will foreseen possibility of having one professional advocates' organization (union, chamber etc), substituting state examination committee to independent examination committee wich will be formed by the professional organization of advocates where advocates will have majority, as well as adoption of other provisions prmoting development of advocacy institute.

Objective 3.2.
Assistance to the development of advocacy institute in Armenia.

Action 3.2.1
Assistance in internal organizational reforms of the Union (Chamber) of Advocates of the Republic of Armenia in cooperation with the management of the Union (Chamber), partner organizations and experts.

Period - 2004-2006.

Action 3.2.2
Organization of activities aimed at the development of the advocacy institute in Armenia, carrying out the advocacy campaign to enhance the role of the advocates through mass media and in cooperation with partner organizations and experts.

Period - 2004-2006.

Expected results:
a) Creation of the favourable legislation field for the development of the advocacy institute in Armenia through corresponding reforms, in particular through the possibility to join the advocates in a single professional structure (such as the union, chamber or other); creation of an independent committee with the overwhelming majority of advocates by the Advocates Union, as well as elaboration of a more efficient structure for qualification exams of the advocates (e.g. based only on testing system) and enacting other propositions, which will assist to the development of the advocacy institute.
b) Realization of the democratic and participatory internal reforms in the Advocates Union (Chamber) of Armenia.
c) Enhancing the role and authority of the advocacy institute among the population; development of self-dependence and independency of the advocates.

Goal 4. Assistance to the development of NGO sector in Armenia.

Objective 4.1.
Assistance to the reforms of the legislation field regulating NGO activities.

Action 4.1.1
Realization of reforms of the legislation field regulating NGO activities through the research of the field, suggestions and discussions as well as organizing activities with the involvement of mass media and lobbying the draft law in cooperation with partner organizations and experts.

Period - 2004-2006.

Objective 4.2.
Assistance to the development of the Armenian NGO sector.

Action 4.2.1
Support to organization and implementation of an Advocacy Campaign and other activities aimed at realization of a comprehensive research of the NGO sector as well as rising of its role in cooperation with partner organizations and experts.

Period - 2004-2006.

Action 4.2.2
Organization of trainings and providing of corresponding professional literature as well as other necessary means aimed at strengthening of the Coalition of Law Organizations where AYLA participates.

Expected results:
a) Creation of the favourable legislation field promoting the development of NGO Sector through the corresponding law reforms (such as providing the right directly realize entrepreneurship activities, decentralization of NGO registration and re-registration process, etc.).
b) Realization of a comprehensive research of NGO sector, rise of the role of NGOs among population and development of the NGO sector.
